The night before the new president was to take office Washington was hit by a blizzard dumping nearly two feet of snow on the ground. The capital came to a standstill. Here, addressing the assembled crowd, some of whom had arrived at the Inaugural Gala by foot due to the weather, he announced from the balcony that he loved parties where "... we looking down at you and you looking up at us..."
